Diane August is a managing researcher and the director of the Center for English Language Learners at the American Institutes for Research. Previously, she was a senior research scientist at the Center for Applied Linguistics and a senior program officer at the National Academy of Sciences. This article is drawn from chapters 7 and 8 of the report Promoting the Educational Success of Children and Youth Learning English: Promising Futures, published in February 2017 by the National Academies of Sciences, Engineering, and Medicine.
